¡¯Housing Assistances Act¡¯ And The Improvement Of Law & Institutions On The Housing Policy For The Social Precarious Groups

Abstract
In the 24th January, 2014,¡¸Housing Assistances Act¡¹has been newly enacted for "the provision of the housing rent and maintenance and repair expenses which are required for a stability of housing, and other assistances". Focusing on the long term effect of the new Act, this article tries to analyze the background of¡¸Housing Assistances Act¡¹and its important contents and to evaluate its meaning and limits as the housing policy for the social precarious groups. In other word, it will review, if it will be enough to assure the minimum housing standard and ``adequate housing right`` and what kind of limits and social political meanings it has. At one side, this article will try to make the general review on the ¡¸Housing Act¡¹,¡¸National Basic Living Security Act¡¹,¡¸Rental Housing Act¡¹as well as the¡¸Housing Assistances Act¡¹and to compare the public rental housing policy and its relation with the housing lease protection system. At the other side, it will further analyze the issues such as the entitlement right of housing benefits and the financial burden sharing between the central and local governments as well as the assistance standard and the administrative assisting system. At the same time, it will show the comparison about the housing policy and assistances in the important OECD countries. Finally, it tries to make the alternative in the law and institutions to assure the ``adequate housing right`` for the social precarious groups except for the housing assistances in this HAA.
